You say that the deadline for agreeing the draft package of amendments has been extended from December 2023 to April/May 2024, but my understanding is that under Article 51 of the WHO Constitution any changes to the IHR have to presented to member states for consideration at least 4 months before the date of the World Health Assembly at which those changes will be voted on, which in this instance is May 2024.
So what’s going on? Clearly extending the deadline to April / May as you suggest gives member states no time to meaningfully consider proposed changes before they will be asked to vote on them at the WHA.
